Permitting is often a key consideration
that can greatly impact project design and construction
scheduling. Depending on the type of project, various
permits or leases may be required:
Corps of Engineers - Wetlands and Navigable Waters
Department of Fish and Wildlife - Hydraulic Project
Approval
Department of Ecology - Water Quality Certification
Department of Natural Resources - Aquatic Lands Lease
The Ecological Society of America (ESA)
now requires the development of biological evaluations
for many projects. Shellfish issues are also a major
consideration in marine waters. Cosmopolitan Engineering
has experience and expertise coordinating with the Department
of Health on behalf of our clients.
In addition to these state and federal permits, local
approvals may be required for activities requiring SEPA
(State Environmental Policy Act) Environmental Checklist;
Shorelines, Building, and Grading permits; and approvals.
Cosmopolitan Engineering Group provides permitting services
on the majority of the projects we design. We have provided
permit acquisition assistance, Environmental Impact
Statement development, SEPA review services, and Dam
Safety Evaluations, and have facilitated client-agency-public
interaction for many municipal and private clients.

Pollution Discharge Elimination System (NPDES) |
All wastewater treatment
facilities operate under five-year NPDES permits
issued by Ecology. Cosmopolitan Engineering Group
has assisted many clients in the development and
renewal of NPDES permits. Cosmopolitan has also
provided technical assistance with appealed permits
presented to the Pollution Control Hearings Board.
